Training ship EMPIRE STATE sailing by the Verchères dock on December 24, 1989. Her conversion had yet to be completed as she left Sturgeon Bay in a hurry because of early winter freeze up in the Seaway and a Canadian Coast Guard strike which kept icebreakers tied up at ports on the St.Lawrence River thus leaving icebound ships in the Seaway on their own.
