Built by Canadian Vickers Ltd, Montreal, for British Yukon Services Ltd., Vancouver, the Clifford J. Rogers was designed to trade from Vancouver to the Yukon carrying palletised lead and zinc concentrates and asbestos ore in containers. The palletised cargo was winged out and up to 168 containers stowed in the hatch squares, two wide and up to three high. She also had facilities for refrigerated containers. On the basis of this container capacity she is sometimes touted as the first purpose built container ship. As built she was 2,999 gross and 4,005 deadweight tons and powered by a pair of Mirlees 12 cylinder, 4 stroke engines developing 1,910 bhp giving a speed of 11 knots.
